The former Minister of Defense Fatmir Mediu appeared this morning at the premises of the Special Prosecutor's Office (SPAK), where he is expected to be questioned about the investigation into the privatization of the former "Partizani" complex.
VoxNews learned that MP Fatmir Mediu has been summoned as a person who has knowledge of the circumstances of the investigation into the 'Partizani' complex file and his role as Minister of Defense during the government of Sali Berisha, when the former ' Partizani ' complex was also privatized. '.
Mediu appeared before SPAK without a defense lawyer and was called as a declarant. The media was summoned to SPAK at the request of the Enkeleida Milonai prosecution, which is investigating the privatization of the former complex of the "Partizani" sports club, owned by the Ministry of Defense. After leaving SPAK, Fatmir Mediu said that I was invited to a case as a person in the know that is being investigated.

In those years, all state institutions lined up, surrendered in the face of illegalities and dubious procedures for the alienation of property.
How did Jamarbër Malltezi become the owner of this property worth 150 million euros
One of the main owners, with 35% of the shares in the "Magnet" complex, is Jamarbër Malltezi, the son-in-law of former Prime Minister Sali Berisha.
The palaces have left no trace of the sports fields. It has turned into one of the most expensive neighborhoods of Tirana today. We will show step by step how Malltezi, using the power of his father-in-law, occupied the land abusively.
In the years 1995-1999, the Begeja, Llagami, Alimehmeti, Vaqarri and Saliaga families secured several decisions for the return of vacant land from the Property Restitution and Compensation Agency.
Among the claimants was Jamarbër Malltezi, even though he did not appear as a direct applicant in AKKP. He was one of the heirs of the Begeja family, with 1/64th of the plot, or 144 square meters of land. Through this negligible space he entered the game.
The claimant families had gone to court for the recognition of the property and the removal of evidence of inheritance. Despite the disruptions, they had not been able to physically take the field as the law prevented it.
In over 80 cases, processes were initiated for the privatization of sports complexes, but without success... Years later, suspicious procedures would be followed for the Partizani club. In the 2000s, a strategy of denigration was followed towards Partizan, in order to then easily take it out on the streets.
Initially, it was the conflict that arose with some serious Italian shareholders who were in the club at the time. After their departure, the attacks did not stop even when businessman Albert Xhani was put in charge. He faced a legal battle with the Ministry of Defense over the ownership of Partizan's coat of arms. In parallel, another legal battle took place with the shareholder of that time, Paro Laçi. The disputes relegated Partizan to the third category.

Privatization of Partizani club grounds is an illegal procedure since its inception. A piece of land has been returned to the former owners, for which they were compensated once in 1940.
After the invasion, the Italians built Tirana's airport on that very land. Through the decrees of the Italian king Victor Emanuel and his viceroys, Albanian families who owned land in the "Field of Shengjin", as it was called at that time, were expropriated.
In the decree signed on November 9, 1940, the prime minister of the time, Shefqet Vërlaci, ordered the payment to the owner families. In the airport expansion plan, Mahmud and Xhemal Begeja, the ancestors of Jamarbër Malltez, are among the owners affected by the expropriation. In the official notebook of May 15, 1942, the names of the Begeja family again appear alongside other persons who were expropriated.
In a document signed on May 12, 1994, the former director of the archive Luan Malltezi, the father of Jamarbër, informs the municipality and the court about the status of the land in the aviation field. He clearly clarifies that there are several decrees that certify the expropriation and compensation of the owners.
So, the owner families that once owned the "Field of Shengjin" where the Partizani complex was built, could no longer be treated with the restitution-compensation law. They have been compensated once since the 40s. Despite the change in the system and the constitutional order, owners cannot be recognized again as long as they have been paid for the expropriation.
In the years 1995-1999, the Begeja, Llagami, Alimehmeti, Vaqarri and Saliaga families received the first positive decisions from AKKP. However, the law prohibited the privatization of properties owned by the Ministry of Defense. After 2005, the finalization of the well-thought-out plan for years began. Initially, the attacks started inside the Partizani club, which depended on the Ministry of Defense.
A few months after the purges in the red club, Jamarbër Malltezi appears openly in this affair. In early 2006, he signed a series of powers of attorney with the 5 families claiming the property.
Malltezi is appointed general representative and takes over everything. Through these proxies, he gave a clear message to the ministers: they were dealing with the prime minister's son-in-law. The plan of what was being played was clear. The area had a great value for its geographical position, very close to the city center.
The claimant families gave the right to Jamarbër Malltez until the negotiation of exchange contracts, that is, contracts with construction firms for the construction of the towers, as happened later. Of course, Jamarbër Malltezi did not do all this service for free. He had clear goals and ideas on what he wanted to gain. Initially, he enters the game with a capital of up to 5% of the real estate that would benefit as a reward. Along the way, Malltezi becomes the main beneficiary, as will be revealed years later.
After the decisions of 1995-1999, the 5 claimant families apply again to the Property Agency. The actions of the institutions seemed to be coordinated in their favor. In record time, within 6 days, the Property Restitution Commission makes 4 positive decisions.
Specifically, decisions number 6 and 7 of March 21, 2007, decision number 8 of March 23 and decision number 9 of March 26, 2007. Decision number 6, of March 21, 2007, pertains to the return of property to the Begeja family, where it results member Jamarbër Malltezi. The signing of the return of the property to the Begeja family in 2007 had as a reference another decision of AKKP of April 25, 1996. But there is a problem.
The property is mortgaged in the register number 299 dated April 11, 1935. In fact, as we proved through the documents, in 1940 the families were expropriated for the construction of the Tirana airport. These documents were not administered in the privatization file of the Partizani club. It is suspected that they have disappeared.
So, Jamarbër Malltezi has used forged documents for the benefit of the property. The managers of the time in the Property Agency have at best acted blindly, and at worst have knowingly broken the law under pressure.
The four decisions in favor of Malltez and other families in 2007 bear the signature of the director of the Agency at that time, Dhurata Hoxha. Hoxha is remembered for a lawsuit filed against her by several families who were forced out on the streets in 2013. The building where they lived on "Margarita Tutulani" street in Tirana was returned to a person who claimed to be the owner. However, the injured families sued Hoxha for falsifying documents since the beneficiary was the owner of only part of the property as it was later discovered. With Hoxha's signature, everything was returned to him, putting 13 families on the street.
Despite the positive decisions against the claimants, Partizan's plot was of public interest and could not be returned. Prime Minister Sali Berisha himself is put into the game. In the meeting of the government dated November 21, 2007, decision number 794 "On the evaluation criteria of the state property that is privatized or transferred and on the sale procedure" was taken. This decision comes in complete harmony with other acts that favored Malltez.
In fact, there are at least 213 army properties that have been claimed by former owners before the regime. In no case has a decision been made for their return, says the lawsuit filed in SPAK by the head of the socialist group Taulant Balla.
After the approval of VKM number 794, which paves the way for privatization, another act is undertaken without wasting time. With the letter bearing the number 9508, dated December 18, 2007, the then Minister of Economy Genc Ruli orders the establishment of the Object Evaluation Commission for the purpose of privatization.
The assessment is signed by accountants Elvira Aliaj and Sali Preçi. The total estimated value is 720 million new lek, or 7.2 million dollars. (13) The property covers a total area of ??26,524 square meters. 775 square meters were under construction.
The land is valued at $7.1 million. Civil buildings and fields 100 thousand dollars. It includes a 4-story hotel, athletes' shower and locker rooms, a one-story locker room facility, 3 football fields, and fencing. So, all of these assets are valued at a ridiculous $100,000.
The total area of ??civil constructions of the complex on all floors was 1,613 square meters. If we calculate the minimum construction cost of 40,000 ALL per square meter, then the buildings have a value of 64.5 million ALL.
In other words, about 600 thousand dollars. If we also count the 3 sports fields, the value is about 900 thousand dollars. So, 9 times more than the value that the experts of the Ministry of Economy put out at that time. In the report, they acknowledge the shortcomings of the assessment:
The experts agree that the report did not respect the criteria of VKM number 794 dated November 21, 2007, which stipulates that the assessment must be made according to the real market value. Accountants Aliaj and Preçi justify themselves by underlining that they have followed European evaluation standards and have no similar comparative case.
So, the evaluators of the Ministry of Economy, which was headed by Genc Ruli, were afraid of the publication of this problematic expertise. The privatization of the grounds of the Partizani club was connected with a clear, well-thought-out plan for a long time to turn the land into a large complex of buildings. In order to avoid any obstacles along the way, Jamarbër Malltezi I unites all the owner families in an agreement signed on September 29, 2008.
The amount they would have to pay was negligible compared to the real value of the assets, as we argued in the second part of the show. Referring to the accountants' report, the former owners would pay 10.1 million ALL, or 100 thousand dollars for the assets that were worth about 900 thousand dollars.
They would not pay a penny for the land, which was worth a full 7.1 million dollars, since they were treated in this privatization as owners, despite the fact that in 1940, their ancestors were compensated for the same property.
Finance Minister Ridvan Bode, one of the closest people to Sali Berisha, takes another step to deliver the property to Jamarbër Malltez. Through the document dated January 26, 2009, the Directorate of Administration and Sale of Public Properties, under the Ministry of Finance, issues the authorization for ownership transfer.
Now the ball goes to the side of the Minister of Defense Arben Imami. On October 15, 2009, he signed an authorization delegating to General Xhemal Gjunkshi the power to sell the property.
At that time, Gjunkshi was the commander of the Support Command. He would then be rewarded by being named Chief of the General Staff. In 2017, Gjunkshi was included in the lists of candidates of the Democratic Party, being elected deputy.
Without wasting time, the day after the power of attorney signed by the Imam, Xhemal Gjunkshi hands over the property to Jamarbër Malltez and other representatives of the families. The deed of delivery is dated October 16, 2009. Here we have another serious violation.
The property is delivered before the sales contract is signed. It seems that the institutions acted with their eyes closed, under the pressure of the prime minister's son-in-law. The deed of sale is dated October 21, 2009. So, the contract was signed a week after the delivery of the property to Malltezi became a fact.
The value of the contract was 10 million and 109 thousand ALL. Only 2 million 21 thousand 800 ALL was paid off in foreign currency. Businessman Fatmir Bektashi is the guarantor for the repayment of this amount. The rest was covered with privatization bonds.
In accordance with the plan to transform the fields into a complex of multi-story buildings, on May 19, 2008, the company "HOMEPLAN" was founded. The sole shareholder is Fatmir Bektashi, the same one who became a guarantor for the repayment of the money for the purchase of the club grounds through his other company "Kontakt" LLC.
The amount in question was repaid by the company "Kontakt" on February 4, 2009. Meanwhile, the remaining difference of 8 million and 200 thousand ALL was repaid through privatization bonds by Xhimi Begeja, another person who would later appear as a shareholder. in the building company "Homeplan" with 25% of the quota.
In fact, Jamarbër Malltezi himself was behind the "Homeplan" company. The company's activity was controlled by Malltezi through the citizen Joana Qeleshi. On May 28, 2008, Fatmir Bektashi signed this power of attorney that gives Qeleshi the right to manage the "Homeplan" construction entity.
At the time this power of attorney was signed, Joana Qeleshi was employed in the legal office of Prime Minister Berisha's daughter, Argita Malltezi, and her partner Flutura Kola.
Among them are data on the payment of Joana Qeleshi as an employee at least until October 2010. So, Qeleshi was paid by the Malltezi family at the time when she was entrusted with the management of the "Homeplan" company.
During the right-wing government, she was appointed as the president of the Court of Durrës. The company "Homeplan" controlled by Jamarbër Malltezi secures the construction permit from the Municipality of Tirana for 17 towers. The document signed by the then mayor Lulzim Basha is dated August 18, 2013.
6 months after the issuance of the construction permit, on January 23, 2014, Jamarbër Malltezi became a shareholder with 35% in the "Homeplan" construction company. It was the period when the construction of the complex began and he openly appeared as the owner. He paid a ridiculous amount for the shares of 35 thousand new lek. The contract for the purchase of shares is dated January 21, 2014, while it was filed with the KKB only on December 27, 2018. So, exactly when the construction of the building complex was completed and the collection of money from sales began.
Malltezi, bought for 35 thousand lek the shares of a company that today owns a complex of buildings worth 150 million euros. This has no economic logic. There is an explanation for the secret keeping of the shares that he owns since the construction of the buildings began.
Everything is done to hide the source of income in this colossal investment. In fact, Malltezi was the man who controlled the company even though he officially owns only 35% of the shares.
He was the man who led and managed to privatize the sports grounds using the influence in the government led by his father-in-law Sali Berisha.
Malltezi was the man who secured the construction permit, and also, he was the man who directed the activity of the company "Homeplan" through Joana Qeleshi first, and as a shareholder afterwards. In the company, on the same day as Malltez, Xhimi Begeja also became a shareholder with 25%.
The amount was again ridiculous, only 25 thousand ALL. We recall that Jamarbër Malltezi was also involved in this affair as a descendant of the Begeja family. So, all the facts clearly point in one direction: The son-in-law of former prime minister Sali Berisha controls the company that built buildings worth 150 million euros.
In the National Business Center for the companies of Jamarbër Malltezi, we see that he is also the owner of the subject "Magnet IMO" with an address on "Frosina Plaku" street, precisely in the complex of the same name built by Malltezi.
The company "Magnet IMO" was established for the administration of 17 buildings. So, Malltezi also collects from the residents of the complex the money for the maintenance of the outdoor spaces, the flower beds, the common areas, the elevator, etc. Apparently, he has taken measures to make the complex a money mine for the family even after selling the apartments for tens of millions of euros. The son-in-law of the former prime minister is also the owner of the other company "Magnet GYM & FIT". Malltezi has opened a gym in the complex.
He owns 60% of the shares, while the rest is owned by citizen Ervin Kalemi. The gym is located on the second floor of the most luxurious building of the complex. Everything there is monitored by security cameras. After Mediu and many other officials, has it come time for us to see the son-in-law of former Prime Minister Berisha, Jamarbër Malltezi, tell his truth in the courtyards of SPAK.
